The focus of development policy thinking is shifting away from aid to wider economic cooperation and to policies that promote regional integration and investment. Trade will more than ever be at the heart of the development debate, so the impact of trade and investment on developing countries must be looked at against a background of financial market instability, commodity price volatility and climate change.

With the European Commission due to unveil its proposals this year for further CAP reform and to finalise its new development policy based on sustainable growth, how will these proposals impact on development?
